In order to explore the advantages and disadvantages of the Funeral and Interment Service Industry and to record every condition for each developing stage exactly, Kaohsiung City has spent lots of manpower and money on this for seven years, so that the records can be referred to everyone and then improved the existing dis-advantages nowadays. This thesis will research and summarize on the innovation and the progress of the evaluation in Kaohsiung City Funeral and Interment Service Industry from 2005 to 2011, and make Meta-Evaluation on the Funeral Service Evaluation of Kaohsiung City Government in 2012. Our Findings are below : The Meta-Evaluation Could be used in Funeral Service Evaluation. With different positions, educational backgrounds and the experiences in Funeral Service Evaluation would have different perspective in Funeral Service Evaluation. After summarize on the innovation and the progress of the evaluation in Kaohsiung City Funeral and Interment Service Industry from 2005 to 2011, this thesis suggests Kaohsiung City：(1) Organize observation and learning activities, (2) Advances in Mixed-Method Evaluation, (3) Establishment of incentives and disincentives policies.
