The functions of the mental and the physical system may be degenerated by aging or by disease and consequently, the muscle strength and the ability of balance and reaction of the permanent and elderly residents in the care facilities may be decreased. Consequently, the elderly need the long-term rehabilitation to moderate the degeneration of physical fitness and to maintain the living quality in the care facilities. However, further development and design of the function availability and the accessibility of present rehabilitation equipment and services is needed to satisfy the plural requirements from the residents and their families after the promotion of long-term care insurance in the future.In this research, the theoretical framework of Service Experience Engineering (SEE) was used to analyze the elderly residents’ potential demands for rehabilitation care. The inquiry of practical service of rehabilitation care was observed via experience, observation and interview at users’ viewpoint. Moreover, the Five Consolidated Models of Consolidated Flow Model, Consolidated Cultural Model, Consolidated Sequence Model, Consolidated Physical Model, and Consolidated Artifact Model were used for the analyses.Our results demonstrated the lack of interpretation of rehabilitation, the inconvenience of equipment operation, the low accessibility of manual rehabilitation, and the low portion of active residents based on the Consolidated Flow Model. The Consolidate Cultural Model proposed that a portion of financial sources were affected by other persons.The requirement for series Model Staff, Residents, Rehabilitation equipment and other external influences. The results of Consolidated Artifact Model indicated that the expositions of rehabilitation were difficult to be comprehended, the equipment should be improved, and the high physical load resulted in the shortening time for the rehabilitation. The analysis using the Consolidated Physical Model also demonstrated the demands for designing warmer environment and appropriate rearranging the equipment. Based on the affinity diagram of the results, the potential service demands those were in most agreement of elderly residents included: (1) a person should be assigned for assisting each paralytic in the operation of rehabilitation equipment;(2) the effects of residents’ accessibility of equipment utilization or manual treatments on the curative result of rehabilitation,the feasibility and practicability of rehabilitation equipment for residents;(3) an warm/homelike environment and appropriate furnishing and decoration in the rehabilitation facilities and ;(4) since the payments of rehabilitation in facilities is not included in the National Health Insurance and thus the executing of rehabilitation is limited, the government’s funding is suggested to improve the service and equipment and to increase physical therapist.In this study, the rehabilitation and the care for elderly residents was evaluated through the SEE method. In this process, the essence of users’ reception was deeply investigated while the functions and services provided presently were surveyed in the meantime. Our results are worth being referred to improve the rehabilitation and care for elderly residents in facilities in the future.
