To cope with the aging society of Taiwan by 2017, it is necessary that limited fire-fighting manpower should be integrated and realized in the fire-fighting safety education within the middle-aged and senior populations of the communities before household safety of community can be upheld effectively. This study focused on 210 middle-aged and elderly people over 50 years of age from Nantou County community, and explores their learning needs and participation willingness for fire-fighting education. On the basis of the related literatures, work experiences, and various types of fire-prevention publicity conducted by the National Fire Agency, this study refers to senior education belief by the scholar, Howard McClusky, as well as the assistance and suggestions from senior field professionals as it transforms each of the fire-fighting concepts and designs them into a questionnaire classified into five respective learning needs as coping, demonstration, contribution, influence, and surpass. Thereafter, statistical analysis of the learning needs and participating willingness for fire-fighting safety education as derived from the middle-aged and senior population in Nantou County are conducted, so that a set of educational program on fire-fighting safety can be designed for the middle-aged and senior population. The findings show, with regard to concepts related to fire safety, that the middle aged and elderly in general have a certain level of disaster awareness. However, most of them consider courses related to self-preservation to be of utmost importance, such as those that teach the essentials of communication during a 119 call, earthquake contingency measures, and the use of fire extinguishers. Overall, the most popular fire-safety courses—those that prompt the most demand and motivation to participate—among the middle aged and elderly are those that “meet the basic needs” of an individual’s survival. Furthermore, when they have a great need for the courses, they are more motivated to learn.Subsequently, the research results can be offered as reference to related government authorities as they design educational program on fire-fighting safety for middle-aged and senior population.
