Summary:碩士 === 國立屏東教育大學 === 文化創意產業學系 === 101 ===   The concept of the Creative City is proposed, a combination of the discussions between the city's economic development and cultural and creative industries, in order to understand Taiwan counties creative urban governance, the performance assessment of the cultural and creative industries in 2004-2010.Context-dependent DEA analysis period to understand: (1) Taiwan cities and counties creative urban governance efficiency. (2) Basis for each year of data, compare cities and counties across the timing performance. (3) This research elaborated the influence of external environments on the creative city governance performance by Tobit regression analysis. (4) Discuss competitive advantages and disadvantages by relative attractiveness and progress, and develop the governance tactics. In this paper, the input variables are government spending, number of employments, artistic and cultural activities and manufacturers, the output variables are cultural and creative industry efficiency creative output value, number of participants.   The conclusions of this thesis are as following: (1) The large scale of the cities uncertain have better efficiency, but they have a relatively stable development. (2) Reduce each year to an average of more than 50% or 50% invested, and the output value is not reduced, then can be achieved the efficiency of the better level. It's meaning rethink the input distribution, there will be a higher efficiency. (3)According to Tobit regression analysis, both per capita consumption expenditure and the own -source revenues have a positive impact on performance and the cultural and creative industries.
