Due to being early developed since Japanese occupation period, hot spring areas has lack of the entirely comprehensive planning, resulting in the development and management issues. The overall landscape is messy, pipeline arbitrary is installed, and hot spring resources fail to properly maintain. The uncontrolled development of hot spring has led to undesirable tourism environment effects. The government thus enacts the Hot Spring Act and implemented on July 1 2005. In order to ensure the effective development and utilization of hot spring resources, the Hot Spring Act are thus regulated. It is therefore suggested to set up a unified water supply plan of hot spring public pipeline. It covers analysis and evaluation of planning, design, construction and operational management with an aim to gain the best maintenance strategy of public facilities, viz. the maintenance strategy of Sihjhongsi and Syuhai hot spring regions. Furthermore, it was assessed using cost-effective to create hot water price parameters from the user point of view and to construct the hot spring usage fees mechanism. With an aim to ensure sustainable development of hot spring industry, this study analysis the price parameters of hot spring water from the point view and the benefit of sightseeing of users. The study results show that “Sichongxi” and “Syuhai” hot spring regions for 12 years commercial operation and all the investment cost will be recoverable.
