It rarely rains, and is short of water. The situation is worsened by the blooming tourism industry in recent years; water shortage has becoming an issue. To solve this problem, the government built seawater desalination plants to increase the water supply. Daily water requirement is 30 thousand tons in Penghu region. There are three seawater desalination plants and five brackish water desalination plants now, the volume of water supplied is 1.35 thousand tons, roughly 45% of the daily water requirement. These measures provide an important and stable water resource for the Penghu region, improving the quality of life and hence the tourism industry. According to the successful experience of developing countries, we can build a district metered areas (DMA) network, and implement water distribution management. DMA leakage detection is the most efficient way to lower the leakage rate of the underground pressurized water pipelines. To effectively control and manage the limited water resources, DMA has implemented in Penghu region, yet the volume of water supplied is not matching that of the water meter measured statistics. This means that the water balance system needs to be improved. By the abnormal statistics provided by the water supply station, the water leakage detection unit will go through a detailed process of water leakage detection according to the pipeline map. Although many underground water pipeline leakage cases have been found and repaired, most of the cases have not been improved. The main causes are 1) the unknown underground pipelines have not been defined, the pipelines pf the district metered area are not well closed; and residents built unauthorized water valves to steal water. 2) The water supply station would depressurized water supply while detecting abnormal water supply, and the insufficient water stream power of broken mains would make friction sound and impact enormously on the soil near pipeline channels, which could lead to misjudgments of leakage detection. To solve these problems, and to increase the accuracy rate of district water leakage detection, this study research the case of Penghu region water supply network, building the monitor well outside the water treatment plant, and using the ultrasonic flow meter to record and monitor 24 hours a day. Besides that, water distribution network theory is used to calculate the minimum and instant water flow. For the abnormal water balance area, we close the outbound pipelines from the water supply station. By increase the water pressure of the specific water distribution network, we can locate the possible abnormal water leakage spots, and man force geophone detection is employed to raise the accuracy rate of pinpointing the leakage spots. By comparing the volume of water supplied and metered statistics, this procedure has proved the ratio of revenue water been increased effectively. By implementing the water leakage monitoring measure, the volume of total water distribution and electricity used downsized apparently. This measure results in an outstanding effect of water leakage detection, and is quite valuable in practice.
