The management policy for those protected area was simply set to avoid human intervention and to make decision from top to bottom in the past. The management of protected area appeared that the management organs of professional manpower and residents and the competent authority of conflict problems etc. Therefore, these problems showed the requirement for local residents to participate on Taiwan natural resource management. Shuangguei Lake Major Wildlife Habitat is neared by Adiri Tribe. After Typhoon Morakot, the ecotourism development of Adiri was discontinued. Local residents left Adiri Tribe that increase protection risk without local guards. In this study, we conducted action research with 15 meeting records for ecotourism and 102 work records from January, 2010 to November, 2011 using the focus group discussion and participant observation method to review Adiri tribe ecotourism development process. Adiri tribe ecotourism development process can be categorized into five periods, including period of concept cohesion, skill training, organization development, resource conservation, and exhibition. According to the process above, we further studied that the ecotourism-developing problems and solving strategies on the aspects of society, system, environment, economy and culture. Finally, the ecotourism development model after Typhoon Morakot,has three dimensions: community management, concept of communication and resource import for hometown reconstruction of Adiri.
