Summary:碩士 === 國立屏東科技大學 === 環境工程與科學系所 === 101 === The import of primary energy is over than 99% in Taiwan, and it is extremely relied on traditional fossil energy. In face of fossil energy exhausting, energy security, environmental protection, and growing up for domestic energy demand, how to pursue the sustainable development for energy supply is the first priority for energy policy in Taiwan. Regarding to global climate change, the low-carbon energy technology as a priority policy and measure to cope with global warming and reduction of greenhouse gas (GHG) was recommended by International Energy Agency (IEA, 2008), to develop renewable energy had been one of the GHG reduction policies in most countries. In the cause of enhancing the proportion of indigenous energy and reducing GHG in Taiwan, the "Renewable Energy Development Act" (REDA) was released in 2009 in order to achieve sustainable energy development. Since Feed-in Tariffs (FIT) and Renewable Portfolio Standard (RPS) are two major schemes for renewable energy development in most countries, Taiwan government decide to lead in FIT scheme for renewable energy promotion via considering entirety situations and assessing effects of renewable energy development for most countries. Although the evaluation of Taiwan’s FIT is compatible with a well-designed FIT scheme in its initial stage, however, many issues for long term development, such as evaluating potential reserves, setting goals by stages, subsuming price-decreasing strategy, improving financial mechanism and electricity-price strategy, and leading in energy storage system, should be addressed to sustain future development.
