Police station is closed to people,and people’s lives are closely to police station. Whether the police station achieves its organization goal are main causes of trust and support for the police. Therefore, we ought to use a complete and fair system of performance evaluation in local police stations, to assess the work performance in police stations, thus enhance the public trust in police. This research aims at the public order performance of police stations in the Kaohsiung City, and focus on the effectiveness of the criminal investigation and prevention of pre- and post-mergers. Not only negative aspects, bur also positive aspects of criminal prevention takes into consideration. We use a more comprehensive performance assessment to arrive at better reliability and validity of measurement results. We apply Date Envelopment Analysis (DEA) to assess the technical efficiency,pure technical efficiency, scale efficiency and returns to scale of every police station,and apply Malmquist Productivity Index (MPI) to assess the technical efficiency change,technique change, pure efficiency change, scale efficiency change and total factor productivity change. In addition, we use Non-parametric Mann-Whitney test to explore whether the significant differences exist of efficiency and productivity change in criminal investigation and prevention of pre- and post-mergers. We apply Tobit regression analysis to explore the effect of environmental and socio-economic factors on the efficiency of criminal investigation and prevention. Finally, we draw the management decision-making matrix chart of pre- and post-mergers, and propose specific policy alternatives. The conclusions of this research are as follows: 1. The main cause of inefficiency of police stations comes from pure technical inefficiency, not scale efficiency. The inefficiency police stations ought to improve the technique of criminal investigation and prevention, not to adjust organization scale. 2. In post-mergers, most of police stations of New Kaohsiung City upgrade total factor productivity of criminal investigation and prevention. This means that the public order performance post-mergers is better than pre-mergers. 3. In both post-mergers and pre-mergers, the technical efficiency of criminal investigation and prevention of police stations in former Kaohsiung County are higher than that of former Kaohsiung City. 4. In both post-mergers and pre-mergers, the total factor productivity change of criminal investigation and prevention of police stations in former Kaohsiung County are higher than that of former Kaohsiung City. In addition, the total factor productivity change of criminal investigation and prevention of police stations in post-mergers are higher than that of pre-mergers. It means that city-county consolidation indeed improve the public order performance of New Kaohsiung City. 5. Social increase rates of the population has the positive effect on the technical efficiency of criminal investigation and prevention of police stations. On the contrary, 15~64 years old (young and middle-aged) population ratio, highly educated (University degree or above) population ratio, and land area of police station have the negative effect on the technical efficiency of criminal investigation and prevention of police stations. 6. In post-mergers, the ratio of high efficiency and high productivity growth police stations increases, it means that city-county consolidation not only upgrades the technical efficiency of criminal investigation and prevention of police stations, but also improve public order performance.
