碩士 === 國立中山大學 === 海洋事務研究所 === 101 === Longline fishery is one of the most important fisheries for Taiwan with long history of development. Total catch of the fishery reached the world’s second since 2000, just next to Japan. However the over fast development was pregnant with illegal, unreported and unregulated (IUU) fishing and fish laundry activities. Consequently, Taiwan longline fishery received sanctions from the ICCAT in 2005 for the illegal fish laundry activities, and the most important requirement was to reduce the number of longline vessels. Mangers, industries and fishermen associations all faced with the crisis in operation and management of the fishery. This paper aims to apply the depth interview to return to the original condition and use the crisis theory to analyze the behavior of the Fisheries Agency, Taiwan Tuna Association, and the dealers. In the end of the paper, some suggestions would be given. According to the stricter management of the international organizations and the perspective of sustainable development, the regulations of the fisheries management would become much tighter. Therefore, to benefit the future fisheries management of the country, it’s necessary to sublimate the fisheries management through the crisis in past.
