The Government paid the attention on the impact of art to education and established many policies in order to help the development of art. However, due to the particularity of the performing arts, many performing arts artists are still facing the “economic survival” issue; many of them still need to rely on government funding support. Ministry of Culture, National Culture and Arts Foundation, and other public sector and private units also establish some of projects which relate on the subsidies and sponsorship for maintaining the work of performing arts groups. All of the sectors want the resource allocated equally, so they make some reviews system to help along with it. The goal of research is to understand the purpose of Ministry of Culture and National Culture and Arts Foundation design the reviews system and what are the effects due to the reviews system in the cultural development and opinion from the expert review systems and performing arts groups. The research has adopted different approaches including literature review and used semi-structured interviews in the project. The questions are based on: 1.The roles of experts and scholars in the expert review systems. 2. The comment and recommendation of review systems from performing arts groups, experts and scholars. Two categories were included in the research: 1.The use of gatekeeper theory in the review systems; 2. the purpose of choosing the expert review for the review system. The research shows that: first, the organizer is the premier cultural gatekeepers; second the using of expert review in the review system of the project can increase the credibility. According to the results of the research, some suggestions are provided for the organizer: 1. Holding the funding project conference for the Performing arts groups in order to understand the purpose of the project; 2. Increasing the interaction for the performing arts groups; 3.Increase the diversity of reviewer; 4. Market review should also be considered during the review system; 5. Rename the title of the classification of the program; 6.Provide the some consulters and reference for reviews.
