How to effectively control the financial deficit and improve the service quality are major issues for hospital managers. To know the operation of the hospital, we need to analyze many different sources of information, such as income, costs, profit and loss rates, staffing, and turnover rates, etc. Many medical institutions have developed intelligent information technology, but how to convert quality indicators from hospital information as a control tool for hospital management is important. This study collected and collated international indicator systems for hospital management, and then interviewed decision-makers of hospital to define key performance indicators in balancing effective hospital performance with efficient monitoring and reporting schemes. The developed framework of an indicator system follows Structure, Process and Result three dimensions, and further classifies performance indicators into Descriptive Data, Clinical Quality Data, Nonclinical Quality Data, Productivity Measures, Resource Utilization, Group Sustainability six components that facilitates the execution of performance assessment. Finally, we employed business intelligence as the core technique to develop an executive information system and visually represent the assessment results. The hospital executive officers can obtain timely and complete decision-making information.
