Research methods included literature collection and analysis, comparison among maps, field investigation and interviews. The history of Houbi would be divided into four periods, the Kingdom of Tungning, the Ching rule, Japanese colonization and after WWII. This author would examine the development and change in politics, industry, economy, settlement and culture of each period. During the Dutch rule and the Kingdom of Tungning, Benxie, garrisoned by soldiers, Shangjiadong and Xiajiadong were first cultivated in Houbi. During the Ching rule, Xiajiadong became the most prosperous town for its importance in military and transportation and as the granary of Jhuluo County. At the same time, Taina Temple and Jingzhong Temple in Xiajiadong started joint worship services among 36 towns. During the Japanese rule, Houbi became the biggest granary of Tainan thanks to Chia-Nan Canal and Wu-Shan-Tou Reservoir. Jingliao was transformed from an agricultural town into a key post in major roads and the administration/business center in Houbi. As the north-south railway and roads divided the whole district into two and hindered the traffic between the east and the west, Houbi Train Station helped to make Houbiliao the new core of the Houbi district. After WWII, new industries sprang up, thinning down the farming population. The traditional agriculture in Houbi evolved into post modern agriculture. Close cooperation between farmers and rice millers promoted the rice from Houbi to a well-known brand on the market. The establishment and successful administration of Tainan Orchid Plantation also brought in more business for orchid farmers. Besides agricultural development, the local government fulfilled numerous plans to foster tourism. Ponds were remodeled into nature parks. Wushulin Sugar Refinery became a recreation park. The rural rejuvenation plan in Jingliao and Tugou combined perfectly agriculture and tourism.
