Taken the theory of transformational and transactional leadership and classroom atmosphere, a questionnaire developed as“Tainan Junior High School Scout-masters’ Leadership and Group Atmosphere Questionnaire” administered to junior high school scouts in Tainan. The study took the Scouts members of three-registered Tainan junior high school Scouts in 2013 as subjects. The 290 scouts samples were included, and the return rate as 81%. This descriptive statistic, independent sample t-test, paired t-test, one-way ANOVA, Scheffé method, Pearson’s product-moment correlation, regression analysis were used for statistical analysis. The findings were included: 1.The female Scouts members prefer scout-masters’ transformational leadership to the transactional leadership. 2.The heads of the Scout members perceive higher scout-masters’ leadership. 3.The participation of Scout camp programs is one of the important indicators of the development of scout groups. 4.Individualized consideration is the most expected by the scout members. scout-masters’ charisma influences the members’ perception of scout-masters’ leadership behaviors. The largest differences between the expectations and recognitions appear in the establishment of vision. 5.Scout members are satisfied with Scout group atmosphere; otherwise, the establishment of goal-oriented visions is inadequate. 6.Scout-masters’ leadership styles can predict scout positive group atmosphere. Furthermore, the study suggests the assistance of Bureau of Education in Tainan and the Tainan Scout Association to the school troops is strongly needed.
