Explore why well-behaved juveniles in correctional institutions cannot sustain the same behavior once out of the correction facility. 2. Research the path of juveniles from re-entry to re-offending. 3. Analyze the resources for juvenile rehabilitation network. Qualitative in-depth interviews were conducted with 6 juveniles released from correctional facility, 9 juveniles within correctional facility as well as 21 social workers at rehabilitation and protection facilities. In the interview, the study tried to understand and critically analyze services provided by rehabilitation resource and the re-entry needs of juveniles. Results suggest that the major problem confronted by rehabilitated juvenile relates to family as well as friends, followed by problems of low self-control and employment. If one analyses what is available in terms of services and rehabilitation resources, one can spot there exists major gaps provided via rehabilitation which fail to assist the rehabilitated juvenile. Results further suggest that domestic rehabilitation resources, in contrast to what are actually required, actually exhibit fragmentation and overlap. This may be because: 1. Every institution has a lack-of-personnel problem. 2. Each institution has its own service priorities and lacks a joined up communication platform 3. Emphasis placed on tracking tends to observe formality but lack concrete objectives and service content. Results suggest a need for greater coordination within different agencies and perhaps a case manager assigned by after-care facility to oversight the juvenile service provided throughout their young adulthood.
