| Summary: | 碩士 === 國立臺東大學 === 公共與文化事務學系區域政策與發展研究碩士班 === 101 === In facing the exhaustion of fishery resources and deterioration of ecology, the transformation of a traditional fishing port became an option in a marine policy. Fisheries Agency promoted multiple plans for fishing ports as execution objectives for the transformation of traditional fishing ports. Under the urge of the policy, Xingang Fishing Port in Taitung County was transformed to develop tourism and recreation.
The study adopted qualitative research, and through in-depth interviews with eight local opinion leaders from different fields, the transformation of Xingang Fishing Port in Taitung County into a spot of tourism and recreation was comprehended. The related policies of the government and the importance of responding measures for the demands of software and hardware facilities were studied and analyzed to provide concrete strategies and suggestions on its entire development. The findings of the study were as follows:
1.“The development policy of transformation of fishing ports into spots of tourism and recreation” were agreed and approved by the eight opinion leaders. With respect to the action and function of East Coast National Scenic Area Administration of Tourism Bureau when it assisted the transformation of the fishing port into a spot of tourism and recreation, the leaders did not approve the results.
2.With regard to current “fishery infrastructure,” all of them disapproved of its improvement efficiency. In addition, the improvement and demands of “recreational facilities” were not approved, and no concrete improvement results in fish markets, dining and exhibition and sale of fishery products in the category of “facilities for commercial service.”
3.In response to the seasonal change in the east coast of Taiwan, in the category of “activity types,” activities should be more diverse for a two-day trip in the east coast, and the software and hardware facilities should be more delicate. In addition, restaurants and hotels in the area should form a strategic alliance.
4.The leaders held different opinions on whether the transformation would trigger conflicts in traditional fishery. Sponsors for the Sailfish Festival were often determined in a rush, and the sailfish culture of the east coast was not promoted thoroughly. Moreover, Taitung County Government should provide a sanitary environment so that the development of recreation fishery could be introduced smoothly.
On the basis of the study results, suggestions were proposed for East Coast National Scenic Area Administration of Tourism Bureau and Taitung County Government to improve various software and hardware infrastructure. The study also suggested that travel agencies improve their service promise to their clients to advance the satisfaction of tourists when they traveled in Xingang Fishing Port in Taitung County.
