What this has done within the real social structure is that it has provided the domestic labor supply market a more multicultural choice selection. Our country has permitted the introduction of foreign labor into our country since 1990, 22 years up to now. According to a statistics conducted by the Council of Labor Affairs, the total number of foreign workers has reached up to 458,321 people as of 31st of December, 2011. However, with the rise of unemployment rate in recent years, the number of foreign labors introduced into the country has been reduced. The only exception has been the number of caretakers, which currently has risen to a total over 195,726 people, accounting for 45.3% of the total number of foreign labors. In the short 5-year period from its original 159,702 people in 2007 to 2011, the number of foreign caretakers has grown 22.5%. A phenomenon that seemed to be increasing every year.
