This study focuses on the problems of population density, overdevelopment, and high land price in urban areas. In response a new way to prevent and controll floods and water logging is proposed─ the “detention facilities”. This study collects and organizes the literature in Taiwan and overseas to distinguish the differences between the retention facilities and the detention facilities. First, the detention facilities is defined as a more economic way of preventing floods by its small scale, unrestrained locations, and large quantity. The detention facilities is constructed according to different requirements and designs. The locations are classified into three categories. Suggestion on execution is provided for future regulators and the authorities concerned. In the last part, a proposed case of “Hua-zhong Bridge Western Region Imposition and Development” is raised for the application of the detention facilities. Results show that the volume shall be at least 3570.3m3, the first model of detention facilities to reduce the possibility of floods in the area. It shall be 94834.8m3 larger for the river basin of this water pumping station to prevent the 5-year-returning floods On the other hand, the construction of the third model have a large volume, which is not practical in reality. This study suggests that some optimality analyses shall be done on the expansion on rainfall tunnel and the construction of water pump systems and the detention facilities.
