Also, the costs of human resource, lands, and rents are increasing, which made most manufacturers have relocations of other relatively inexpensive developing countries. Apparel industry in Taiwan is called “declining industry,” but there are still a few textile firms and apparel firms existing for surviving and transformation. How these firms make transformation and what innovations Taiwan apparel industry has become the main topics in this study. Recently due to global climate transition, winter gets colder and summer gets hotter. Many apparel firms sold functional fabric apparel, claiming that this kind of apparel can make the surface temperature rise 2-3 degrees Celsius. The products are popular among Taiwanese consumers, and functional apparel was sold at a large amount. This research targets women’s fashion apparel as the object of the study, based on the past apparel OEM and branding literatures, analyzes the market current situation and finds out consumer demand that isn’t satisfied yet, which is fashion and function at the same time. The study gives the enterprisers some opinions of innovation, product developing and Taiwan’s advantages, and creates an innovative business model through E-commerce. Also, the study gives the enterprisers a different strategic direction in the highly competition industry, and make them not only meets the consumers’ needs but make profit.
