In order to reach the aforementioned purposes, literature review, Delphi technique were used. To begin with literature review was to explore the meaning and important concepts of. Also, the meaning of evaluation for textbooks was clarified. Furthermore, researches related to evaluation criteria of digitalized textbooks were explored. Based on the result of literature review, the author drafted “evaluation criterias for digitalized textbooks for primary school”. Then, interview survey was employed to understand interviewees’ notions of evaluation for textbooks, so that “evaluation criterias for digitalized textbooks for primary school” would be more appropriate and feasible. Finally, a three-round Delphi technique was used as the main procedure to conduct the survey with a Delphi-panel group consist of 10 experts, which were inclusive of scholars , textbook editors and teachers. The members of Delphi-panel group gave their opinions on the importance of each criterias and examined the appropriateness of the evaluation criteria. On the basis of Delphi survey procedure, “evaluation criterias for textbooks for primary school” was established. Based on the literature review and Delphi survey, the following conclusions were attained: 1. “Evaluation criterias for digitalized textbooks for primary school” is composed of 5 dimensions: peripheral,interface design,implement of education ,learning content,guidance method. 2. Each indicator included in “evaluation criterias for digitalized textbooks for primary school” is adequacy. According to the conclusions of this study, suggestions about the evaluation criterias for digitalized textbooks for primary school were offered for reference of educational administration agencies, textbook publications, school educators and future studies.
