Therefore, part of the traffic bottleneck sections need to rely on bridges and the contribution of bridges to national economic developments is big. However, the cost of building a new bridge is immense, takes up a large proportion of local government budget. If reasonably calculates construction costs, it can reduce the waste of public affairs budget and ease the financial burden.. Ministry of Transport has established the database for completed bridges in Taiwan (Taiwan Bridge Management Information Systems). If uses data wisely, compare and organize useful information in order to calculate the reasonable cost for constructing bridges and exchange information, which can effectively reduce the unnecessary waste for all departments. This research collects Xinbei city bridge basic information as the construction cost factor, and applying statistical software (SPSS) for influencing factors, objectively pick out cost factor which affects bridge construction as the model input parameters, learning from the previous cases and experiences then train from Evolutionary Least Squares Support Vector Machine Inference Model (ELSIM) to identify the relationship of inputs (factors affecting construction costs) and output (cost), summed up the experts’ decision making process and the logic of analysis. In order to verify the accuracy of the construction cost estimation model, besides ELSIM model tests, this study also compares to other artificial intelligence programs (SVM and ESIM). ELSIM gets the best final confirmed result.
