However, those factories do not necessarily migrate to the industrial parks organized by the government, and rather they move to marginal agricultural areas. Apparently, there is a gap between the government’s supply and demand of the Industrial lands. This study therefore aims to investigate whether Kaohsiung City Council’s policy of supplying industrial lands could meet the demands of the unregistered factories’ operators when they move into the industrial park. The neo-institutionalism theory was applied and the methodologies of field research and interviewing were adopted in the present study. Furthermore, statistical analysis was conducted to explore the reasons why those factories did not move into the industrial park. Total interview questionnaire 55 copies, accounting for 52.4% of representativeness. The results show 70.9% expressed their willingness to move into industrial park.Considerations which are willing to move of necessary conditions for the "labor-factors",Sufficient condition for the “The rent of lands”, “transportation”, “the size of factories”,“The tax of lands” ,Reluctant move sufficient condition for the “The rent of lands” , “the size of factories”,were the factors which the informants would take into consideration.The results of the analysis can provide counseling unregistered factories across government guidance policy reference, to minimize the gap between the supply and demands. chi-jen Chen wen-yenWu 陳啟仁 吳文彥 2013 學位論文 ; thesis 159 zh-TW
