It improves the coverage area and data transmission rate by deploying the relay stations (RSs). Also, the expensive cost for deploying the base stations (BSs) can be replaced. Suitable placement for BSs and RSs is one of the most important features for the users to obtain a high data transmission rate in such environment. The main objective of this paper is to improve the network performance by deploying the BSs and RSs. Based on the consideration of the network throughput and the budget, the efficient BS and RS deployment approaches are proposed in this paper to select the suitable placement locations for the BSs and RSs from the candidate positions by taking into account the number of coverage user, data transmission rate, and traffic demands. In this paper, the uniform clustering algorithm and multi-factors algorithm are proposed to select the suitable positions for deploying the BSs and RSs from the candidate positions. The main goal is to make a trade-off between the network throughput and the budget. Under the budget constraint, the locations of BSs and RSs are determined such that the network can cover as many users as possible. Simulation results show that the proposed algorithms can obtain the high coverage rate and better transmission rate under the budget constraint.
