The parameters or locations of hot-zone and hot-spot base stations can be adjusted based on the behavioral models generated at temporary hot zone and hot spot areas of large-scale festival activities, thereby attaining signal optimization. Following relevant measurements and analyses, the slope and standard deviation (SD) obtained for the 2013 Taiwan Lantern Festival was 0.108 and 3.66. Furthermore, 195 calls were attempted in this study, of which 1 call failure occurred, yielding a call setup success rate (CSSR) of 99.49%. By using the system-end Splunk software, this study found that the 3G CS-drop call rate (DCR) and the PS-DCR were maintained at around 0.2% and 1.55%, respectively, during the peak-calling period on March 9. At the same time period, the 3G CS- radio resource control (RRC) and PS-RRC connect success rate was 96.92% and 95.91%, respectively. Furthermore, the 3G CS- radio access bearer (RAB) and PS-RAB connect success rate was 98.52% and 99.56%, respectively. The 2G CS-standalone dedicated control channel (SDCCH) congestion rate, traffic channel (TCH) completion rate, and TCH DCR were 21.24%, 95.26%, and 2.81%, respectively. These results indicated that the 3G system-end RRC, 2G system-end SDCCH, and TCH completion resources were insufficient.
