Through the global anti-corruption monitoring indicators to analyze, research, and induce, the paper offers to examine the observation indicator for Taiwan’s Governance on Integrity Mechanism, to focus on the drawbacks and to be insufficient of governance, by the measures of reinforcement and improvement, to look forward to constructing the mechanism of overall integrity of our country and enhancing its functions. After all, the construction of a highly clean nation is a prerequisite for enhancing our national competitiveness. Since anti-corruption is a global trend, our country must not wait and see. Contrasting and analyzing the countries of high degree of integrity in Europe, America and Southeast Asia and combining the research on the strategies and mechanism of the global anti-corruption organizations, this paper comes up with the indicators beneficial to the construction of our integrity mechanism. These indicators comprise: the construction of the public sector monitoring mechanisms. the strengthening of administrative ethics and disciplinary mechanisms. the establishment of the corporate integrity and supervisory mechanisms. implementation of audit control and inspectorate procedures and to create the roots of civil society and the culture of integrity. An overall ideal integrity mechanism is proposed in response to the existing situation and defects in order to strengthen the effective management of various functions and eventually establish a integrity system aligned with the global standards. Through the typical country and area, the study found that with regard to studying the anti-corruption mechanisms and mode, we know the government from the itching palms turns to clean hands will succeed by carrying out three dimensions of penalizing corruption, curbing corruption, and anti-corruption at the same time. The fact which becomes the common experience of many countries . A successful mechanism must contain five necessary premises, that comprise: the political determination of the leadership, the integrity of laws and decrees of integrity , healthy organization and system of integrity, the cooperation of the public and private sectors and the social participation. Inducing the way of strengthening of the integrity, in addition to counting on the political determination of the leadership, depends on a comprehensively strengthened system of governance, such as the establishment of a dedicated anti-corruption system, improvement of the Sunshine Act, strengthening the independence of the judiciary system, strengthening the international cooperation against corruption, enhancing the regulating system on business ethics, and modeling the social system of fine citizen culture, and actively participating in the supervision system of international anti-corruption organizations, the strength of the international organizations will facilitate an effective supervision on the crimes of corruption and pressurize the government to enhance the overall integrity mechanism through crime-revealing, promoting accountability and the sense of shame. Hopefully, this will help attain the function of the establishment and enhancement of a comprehensive integrity mechanism and then enhance national competitiveness.
