Summary:博士 === 中國文化大學 === 史學系 === 101 === As ROC government had retreated to Taiwan, the counterattack issue started to grow in everybody's mind; nevertheless, this issue has not been practiced yet. Is the counterattack against Mainland China in the early 1950s practicable or just a slogan? This thesis tries to find out how the ROC government executed counterattack under the leadership of Chiang Kai-shek through the trilogy of "counterattack concept", "counterattack preparation" and "counterattack action". In addition to chapter 1 and 7, this thesis is arranged as a trilogy divided into five chapters. Episode 1 "counterattack concept" (Chapter 2). Narrate the readiness and preparation of ROC army encountered the changes of international situation in the early 1950s. When the counterattacking timing comes, ROC must have prepared everything and can’t just look up to allies’ help or wish the enemy to collapse itself. Therefore, this episode “ counterattack concept” applies the various operational plan as spindle and narrates all the counterattack plans in the early 1950s, then, analyzes the reasons why the counterattack plan fails. Episode 2 " counterattack preparation " (Chapter 3 to 5).Counterattack can’t be impetuous. The essential preparation is one condition, and furthermore waiting for proper opportunity is another. Before the Korean War, preparation is to avoid being annexed by the Communist. After the Korean War, preparation is to accumulate energy for the proper opportunity. Reviewing the reasons why ROC failed in Mainland China is owing to the invalidity of the army. What caused the invalidity? To sum up in three reasons: the first is the corrupt officers, the second is the communist spy’s penetration, the third is the low morale. In order to completely solve the problem of ROC army’s failure then create a new system, this episode expounds on “political worker reorganization” (Chapter 3), “army reorganization” (Chapter 4)and “military education reform” (Chapter 5) to realize the organization, system reform and reconstruction for ROC army’s rebirth. Episode 3"counterattack action" (Chapter 6).Counterattack Mainland China is the most sacred mission of ROC government after retreating to Taiwan. Long time training without fighting will affect the army’s morale. In order to keep people in high morale and combine the guerrilla forces in southeast coast , Yunnan province and Myanmar, ROC army used all favorable situations to perform assault and guerilla upon these areas. Not only ROC army maintained fervent ambition and counterattack hope, but also it assisted allies in curbing and threatening Communist.
