The Ministry of National Defense has inaugurated the Collegiate Officer Recruit Program starting from year 1997, in expectation to obtain aspired young people to join the military leveraging both the solid welfare program from the ROTC policy and the better compensation package. The program also looks to build up a strong military troop from the ROTC pool and demonstrate a successful collaboration between education and military. The following research is set to be conducted through both questionnaire and methods of focus interview, in order to investigate the effectiveness of the current recruiting process, any difficulty in executing the recruiting strategy, and the actual process of the recruitment. The details are as described below: I.Questionnaire: a random sampling has been conducted to a group of new recruits in the ROTC program. A total of 650 questionnaires were conducted with a valid count of 582. The effective sampling rate = 89.54%. The following results are shown based on SPSS statistical software analysis: (i) There is significant difference found on the ROTC participants' willingness to join program, motive to join the program, and recruitment information channel, based on participants' different background. (ii) Recruit information channel and participants' willingness to join the program demonstrates a positive correlation (iii) The motive to join the program and the willingness to join the program demonstrates a positive correlation (iv) The motive to join the program demonstrates an intermediary effect between the recruit information channel and willingness to join the program II.On the methods of focus interview, the practice of "Semi-structured Direct Interview" method was adopted, to conduct on the personnels who executed the ROTC recruitment process and officers who are currently enrolled in the ROTC program, in order to understand in depth about the recruitment situation and the authenticity of the references and literature written on related subjects. The purpose of the research study is to base on the research findings and conclusions to propose further ideas to improve the recruit strategy and provide data reference point for future strategic consideration.
