碩士 === 世新大學 === 企業管理研究所(含碩專班) === 101 === In Taiwan, the state-owned enterprises have completed policy-oriented missions at the different stages in economic development since the 1990s. Driven by the trends of free market economy and globalization, Taiwan both ruling and opposition parties believe that the privatization of state-owned enterprises has not only become a world tendency, but also got consensus of people, and jointly strive to promote the privatization process. However, the implementation of the privatization process in Taiwan has resulted in a significant gap with the expected performance and roused a lot of argumentations. This study uses secondary data analysis and literature review method to explore a few cases of privatization from different countries which include Britain, Japan, France, and China. The dilemma and hurdles faced by these cases are summarized and the processes and altetrnative solutions are also discussed. Besides, this study uses case study method to discuss Chunghwa Telecom(CHT) Company’s privatization process and its reformation strategies, from 2002 to 2011. The concept of strategy momentum adopted from Dr. Shetour is used to develop the analytical framework, where the results are obtained by induction and sorting processes. The findings can serve as reference for other cases and be taken into account to build the business strategies and reformation model.
