It also collects and compares relevant documents to understand the historical development and core techniques of those programs, which is based on checking the differences of the employee assistance programs between public and private sectors. This study analyzes the service system, involved organs, participants, users of the employee assistance programs of the Taipei City Government to understand the current situation of those programs and the difficulties during the process of promotion. It also analyzes the factors affecting the results of the operation of those programs. This study adopts qualitative method and focus group interview and sets up focus group discussions for thorough interactions between interviewers to acquire in-depth and complete data. This study finds out that employee assistance programs have to be promoted according to the problem caused by the current bureaucratic system and the demand of the human resource management. If they do, they can not only help to solve employees’ personal problems, but also can be a tool for managing organizational performance. At last, this study presents a concrete proposal for the operation and future development of those programs, which can make a reference for competent authorities when making those programs. Jong-H.
