It happened to be a time for the Legislative Yuan to carry out an examination of the Draft Amendment to Government Employees' and School Staffs' Insurance (GESSI). In accordance with such draft amendment, the disposable payment system set out by the GESSI public pension system has been replaced by national pension system. Based on Expectancy Theory, this research attempts to find out whether the insured of GESSI can be motivated by this effect if the future pension system were truly put into practices. Hopefully, this research can help to activate company's morale through the high and low degree of recognition, expectation, and support on a survey carried out among respondents. The object of study of this research narrows down to the Examination Yuan of R.O.C. and its respective agency personnel. The issued time for formal survey questionnaire takes place in May 8th to 11th, 2013. This survey adopts the Convenience Sampling Method to distribute 345 copies of questionnaires, and receives 309 copies. Among them, there are 5 copies invalid. For valid questionnaire, there is a total amount of 304 copies. Nonetheless, there are certain limits to this issue on the discussion board of domestic scholars. As a result, all social circles have a vague impression on GESSI public pension system. This research findings show that the authority did not pay more attention to Draft Amendment to GESSI for the respondent looks too much alike. Moreover, these respondents engage in some related jobs to law and regulation everyday. Thus, the authority did not pay much attention to Draft Amendment to GESSI, nor did the authority concern about GESSI public pension system. As a result, people have little knowledge of this policy. They did not even reach the time to retire, and had no specific plans for the life after they retire. It is hard to say how they may prefer to this GESSI public pension system. This research finding provides some evidence that GESSI public pension system truly has a great influence on incentive effect and company's morale. This research suggests that the authority shall reinforce the understanding on GESSI public pension system for the insured of GESSI and the general public. The authority shall focus on what the system highlights for propaganda. By way of examination or training, the authority can interpret the abstruse laws and regulations that are hard to explain so as to compensate for the gap between misunderstandings. In addition, the authority shall consider the HR personnel of each agency to be the main object of study to reinforce their understanding to the laws and regulations to serve people who are on duty in each agency. On top of that, the authority shall reinforce the communication among its personnel in the organs of government to decrease any possible loss of morale for reform of GESSI public pension system. This may be a chance for those who stand on different grounds to understand one another. Only if the general public have a clear and correct understanding of GESSI public pension system, can everyone speak clearly through valid conversation. The authority can carry out the policy more successfully as well under the premise.
