Based on these research results, the researcher proposed some specific recommendations for Ministry of Education and suggestions for the private universities as guidelines to apply for government findings. This study was conducted via questionnaire survey method, where samples were obtained in year 2012 from 29 universities offering various courses, and seven universities offering medically-related courses, as listed by the MOE. A total of 36 universities participated in this survey. The questionnaire entitled "Survey on the impacts of the overall development funding policy towards the private universities" was designed based on literature review and practical work experience by the researcher. The data obtained from the questionnaire were analyzed with SPSS FOR WINDOWS 12.0 statistical analysis software. The results from this study were summarized as follows: 1.In recent years, the amount of grant funding for performance-related awards and subsides available for use was gradually decreasing. Yet, the amount for award funding was increasing each year. 2.With reference towards the overall development funding policy, "administrative operations" and "awards review" gained better recognition as compared to "administrative assessments" and “finding visit ". 3.Smaller schools found it difficult to show their uniqueness as school development were limited by resources and funding. Thus, they found it harder to compete with larger schools for grants and funding in teaching excellence. 4.As the amount of grant funding declined yearly, this lead to a burden in the allocation of limited school financial resources, hence affecting the quality of education and overall school future development. Universities found it harder to perform MOE promoted policies as well. 5.Allow private universities to hold autonomy in deciding tuition fees in response to the reduction of grant funding. 6.Establish objective measurement indicators when awarding grant funding, in order to avoid personal bias of evaluators during school visits, causing unfair ratings during assessments. 7.As the evaluations for the universities and vocational colleges differs due to varying attributes in the respective education institutions, the review process should be simplified to minimize school work burden. 8.The criteria for allowable grant funding expended items should be deregulated in order to facilitate the expenditure needs in the future development for medium-sized private universities.
