The parents start to pay attention to education expecting to make right choices so as to ensure their children to be educated in good educational environments. This appears in the shift in freshmen enrollment rates of public elementary schools. Therefore, how to maintain freshmen enrollment rate has always been one of the most important issues for school administration. The purpose of this research is to analyze influential factors to freshmen enrollment rates of elementary schools. Data are collected from surveys on elementary school freshmen's parents of 2011 and 2012 in Changhua City and analyzed with grey relational. The significance of these factors are analyzed with traditional grey relational; meanwhile, efficiency of improvement on the factors are explored by analyzing the first order generating of grey relational. An integrated conclusion resulted from two analyses is made to show the order of the factors according to their influence on the freshmen enrollment rates of elementary schools in Changhua City. The result of this research can provide schools with information on making the right choices among the various influential factors to improve their freshmen enrollment rates.
