The barrier-free environment is an important supplementary measure to help disabled persons doing activities in substantial environment. Barrier-free environment includes wheelchair accesses, stairs, lift device, lavatory, parking space and accessible sign…etc. It offers disabled persons effective assistance and less burden in substantial environment. Because people have diversified perception and commonly thought that barrier-free environment constructed only for disabled persons, they don’t take it seriously while constructing or repairing the environment. Department of design neither consider nor evaluate the importance of it entirely. Most people begin to repair and improve the environment when they have finished the construction. The way it is impacts the quality and efficiency of the barrier-free environment and increases difficulty of operation to disabled persons.
In this research, Tunghai University is the case to study for conditions of the barrier-free environment on hillside area in campus, including nine items which are " guide paths ", "parking spaces", "barrier-free ramp", "outdoor entrances", "indoors guide paths "," indoor entrance "," stairs "," lift device "," toilet ". Research methods are on-site record through photographs, measurements and survey. The methods would be generalized from all problems of barrier-free environment. As a basis for analysis, the generalization can be discussed for the condition of barrier-free environment in the hillside area.
Research results are as follows:
1. Problems of planning and designing :
(1) The wheelchair accessese at Tunghai University campus did not reach the most efficient path ,so they can’t be connected successfully. There were more restrictions in the selection of use on convenient paths.
(2) The barrier-free environment at Tunghai University campus was affected by poor access settings, which is not easy to reach and use.
(3) The layout of buildings at Tunghai University campus was affected by terrain. Difference in height appear in everywhere at the node of entrances and pathways.
(4) While planning, the barrier-free toilets at Tunghai University campus are insufficient and set in the improper place.
2. Problems of the construction:
(1) The circumstances of accessibility at Tunghai University campus were affected by poor materials.
(2) The construction quality of accessibility at Tunghai University campus was poor or unusable.
(3) The accessibility at Tunghai University campus had discrepancy in laws and
(4) codes.
(5) The accessibility at Tunghai University campus was considered most for wheelchair users , less for the user with other assistive device.
