The author tries to In view of “public-private cooperation”, and under the trust foundation, work together and share resources. Expect to through the research of trade associations to deal with the government charter business, expanding the function of trade associations. Take the Taichung city government commissioned by the board of trade for business as the research case. Case of the choice is Taichung City facing with counties merger transition, the municipal business more complex, and the investment of resources and manpower in public affairs will be more. Under the background of the public affairs growing and seek commissioned partners actively. How the board of trade to establish relations of cooperation with Taichung city government effectively, and achieve mutual benefit and win-win results? To find the answers, this study proposes two research questions: the first, what role the trade association would play in dealing with government commissioned business cooperative relationship? How the interaction and coordination? What are the interactive modes? Second, what kind of view of setbacks and difficulties, when trade association undergoing and strive for the government commission business? How will it affect the charter of the cooperative mode? By research methods of literature analysis and in-depth interviews, summed up the research conclusion is: the cooperation relations expanding from the city construction building needs and professional consideration the guild can provide, let public sector won’t restricted to existing resources. By private participation, governance can execute policy for further possibilities. For the trade association, it can service members for undertaking government commissioned business, and to the benefit of its members. On the other hand, the interviewees’ attitude divide shows the gap of communication and cognition still exiting between Taichung city government and trade association. It reflects the present cooperation pattern need to adjust. Furthermore, base on the requirement of government policy execution, the related association of business increase year by year. To make both sides cooperate more closely, more effectively. The public sector of bureaucratic attitude, and respect for professional need to correction and promote. When the trade association in undertaking business and cases, its professional considerations for public sector of the trust, and facing the vast social positive impressions of people. You need to through the reliability of the professional and rigorous, can pass the test and then make the quality two-way promotion of contracting business.
