However,such as faced with the gradual depletion of coastal resources, low utilization of fishing, fish market become competitive after joining WTO ,fishing village relocation of the aging population, lack of employment opportunities, environmental quality of life than the general fishing and other economic side, the environment, society diverse issues display fishing port development has been an unprecedented challenge. The Government "Ocean rejuvenating" policy ideas, counseling fisheries restructuring, will be harbor extensions, towards the direction of tourism and recreation efforts have paid off, and then with local characteristics should be developed in order to sustainable management. This study tried to investigate the current literature review issues facing the Taiwan fishing port, initially proposed sustainable development strategy guidelines, then using fuzzy Delphi method recognized expert questionnaire and data analysis,to establish the Taiwanese fishing sustainable development strategy guidelines framework, the distinction between the overall economic development for eight criteria, environmental and ecological protection for the eight standards, social and cultural preservation for eight criteria, such as three dimensions 24 policy guidelines. The Sustainable development strategies in the fishing port facing up, all the experts agree on the "environmental and ecological protection" and "Social and cultural preservation," two dimensions of the highest importance; analysis and evaluation policy guidelines, the highest weight of each dimension for priority decision-order bits of : "Recreational functions", "Fishing port/village landscape features", "Living quality operations of fishing village environment "; another five proposals by expert questionnaire results, and organize relevant literature summarized the development of fisheries in Taiwan today SWOT analysis for the government and fisheries to the use of such units as the reference will be the policy.
