The main purpose of environmental pollution inspection authority is to curb pollution sources to expand; therefore it needs to have flexibility, timeliness and efficiency. This study takes New Taipei City as an example, first analyzed the statistical data during 2010~2012 from EPA’s public nuisance management system, followed by qualitative performance management analysis which includes audit management by the E-Management, then combined with the results from the inspection and reference from the government authority pollution inspectors. The results show that environmental police station has site-specific characteristics which can speed up treating aged pollution cases and reducing inspections area. When compared with traditional (paper) information, the E-management, allowing users to input information in digital form using a computerized network can result in more efficient and relevant information search. In addition to saving energy and reducing CO2, the E-management can more effectively control of pollution and enhance seizing opportunities. It is believed that among law enforcement projects, pollution inspection, especially the timely public nuisance inspections is the most direct and effective way of binding pollution sources. The key factor is its timely characteristic which should become a new trend in the future enforcement.
