碩士 === 淡江大學 === 國際事務與戰略研究所碩士班 === 101 === The purpose of this research is to validate if a regional power country have an agenda to en-power their blue water navy force, hence one of the most important criteria is to own a light aircraft carrier. Under situation of long peaceful era and current high cost of modern technology arsenal, light aircraft carrier as the lightest and cheapest aircraft type of the carrier would be the evitable assets for each growing countries. This research shall use the navy fleet of both Japan and India as the sample to discuss under which navy policy and financial circumstances that a country required to develop light aircraft carrier fleet. Hence, the development of light aircraft carrier of the two countries mentioned will be used to study and validate the capabilities and limitations
