Most organizations in medical field have put their efforts to integrate sources or find cross-industries alliance in order to get into this trend. China is naturally considered as a base for international medical industry to expand their market share of International medical service. According to the statistics made by Taiwan Nongovernmental Hospitals &; Clinics Association, the total value of international medical service in 2012 was NT$9.2 billion approximately, an sharply increase of 4.2 billion compared to 2011. International medical industry has consequently created job opportunities and economic growth for Taiwan and has become a critical market for both government and hospitals. Taiwan began international medical service almost a decade, and has earned an excellent reputation in China. However, we found that not only medical tourists but medical services are mainly performed by private hospitals. Public hospitals regarding as non-profit organizations are less flexible because of the limitation on law and government. This study implemented case study method and applied “customer value proposition”, “profit formula”, ”key resources”, and “key processes ”,four dimensions of successful business model proposed by Mark W. Johnson, Clayton M. Christensen and Henning Kagermann to discusses the critical success factors for public hospitals in international medical service. It is expected to discover best international medical business model and provide suggestions for hospitals with different service scale.
