This study was conducted in two stages by in-depth interviews to obtain the following conclusions: First, no matter military or civilian officers all had positive attitude on performance evolution motivation system. Two, no matter military or civilian officers completely agreed that "Coast Guard job performance evaluation point" is the best rewarding system. Third, on the expectancy theory, this study found the most important impact factor of individual goal was inducation effort.
