Since 1972, “United Nations Conference on Climate Change” (UNFCCC), climate change is become political issues from scientific issues. And international community were established two important climate treaty in 1992 and 1997, respectively "UNFCCC" and "Kyoto Protocol". The purpose is establishing an environmental regime to mitigate impact caused by climate change. However, the regime’s progress was not as expected, UNFCC didn’t has force of constraint. U.S. and China have not ratified the Kyoto Protocol. Therefore, the attitude of the U.S. and China has become an important factor in the progress of the environmental regime. This study will set from UNFCCC in 1992, to analyze bilateral relations between the U.S. and China. Since Chinese economic reform, China actively participates in international affairs related to climate change and gradually gained international status. After U.S. President Barack Obama took office, U.S. actively addressing climate change issues. Although the United States and China's stance on environmental regime differences, but on the bilateral energy cooperation, there are still a common interest.
