Even though there’re international projects with regulations as cases for the design of main tunnel structure and facilities, the later staring of domestic tunnel construction influences our maintenance and upgrade of tunnel safety equipment, emergency measures and training to disaster on roads, and integration of rescue and administration authorities. The influencing factors can provoke jeopardy of our highway tunnel safety. This research tries to explore the inadequacy and the insufficiency of current equipments and procedures, and provides specific measures for improvement and response to evade or reduce the damage caused by accidents. This research discusses the relevance among tunnel fire safety equipment, operation by rescue and administration authorities, and emergent reaction to disaster on roads. Strategies for tunnel disaster prevention, and rescue and emergency measures, are induced through literature review and experts’ interviews; which are applied for balance index through balanced score card with four dimensions from finance, customer, internal process, to learning and growth. The indications can be referred for the questionnaire with survey and calculations; then those data can be analyzed by SPSS software for reliability. Furthermore, the differences and the recognition can also be identified through Chi-square test from five variables of basic information and four dimensions on balanced score card. The results indicate that 15 out of the 29 questionnaire questions gain higher recognition from all dimensions; therefore, these can be the evaluation index for this research. Chi-square test identifies the close linkage between educational background and finance, customer, and internal process from the four dimensions mentioned; further and detailed analysis releases that the group with tertiary education background for the separate questionnaire reverts higher scores of 0.111, 0.044, and 0.065, respectively. This confirms the higher support from the group to these three dimensions. The outcome of the Chi-square test emerges the relevance between seniority and finance; further and detailed analysis verifies that the groups of 4~10 years and above 10 years are led to significant change with higher support and scores of 0.145 and 0.006, individually. The case study displays the shortage of 11 items from index on the Guanyinshan Tunnel of Provincial Highway No. 64. Finally, this paper suggests the Ministry of Transportation and Communications with review to the fitness and adequacy of existing highway tunnel fire safety equipment for better maintenance with caution to human lives. The proposals can be included from explicit indication of fire hydrant in Guanyinshan Tunnel for rescue and water supply, to the procurement of rescue equipments, such as mobile firefighting vehicle (LUF60), for safety and efficiency of firemen.
