We conclude 7 dimensions and 15 factors through literature review, course observation and expert interviews. The dimension of education policy and execution includes education policy promotion and school approval. The dimension of parent-teacher approval and course feedback includes teacher approval and parent recommendation. The dimension of organization management and course promotion includes course promotion, CEA reputation and operation funds. The dimension of volunteer recruitment and management training includes volunteer recruitment and training and volunteer team management. The dimension of course design and course distinguishing feature includes teaching material design and low religious. The dimension of volunteer teaching specialty and volunteer teaching characteristic includes volunteer teaching skill and faith and enthusiasm of volunteer. The dimension of course added value includes community resource plateform and extensional activity of course. The study aims to take 7 junior high schools in east district Hsinchu city as observed participants. Then, we perform experts questionnaire and analyze experts opinions. Finally, we use Dematel method to analyze above 15 factors and provide suggestion to CEA for better decision-making. The highest (D-R) factors had the greatest direct impact on the others. In this study, we find the top five (D-R) factors are education policy promotion, low religious, teaching material design, volunteer team management and faith and enthusiasm of volunteer, respectively. The other hand, important factors (D+R) are CEA reputation, course promotion, school approval, volunteer recruitment and training, teacher approval, faith and enthusiasm of volunteer, volunteer team management and teaching material design. Combined above results, we suggest three factors (faith and enthusiasm of volunteer, volunteer team management and teaching material design) are crucial for successful promotion to junior high schools in Taiwan.
