By the end of 2012, elementary schools in Taichung City had fully implemented an online document approval system; the attitudes of administrative staff toward the system were investigated, as these attitudes affect operational work efficiency. This study considers the overall quality factors of the system and how users’ individual cognitive factors influenced the results. Based on DeLone and McLean’s IS success model, we also adopted Bandura’s social cognitive theory to develop the research model. The independent variables included system quality, information quality, service quality, outcome expectations, and computer self-efficacy, whereas the dependent variable was user satisfaction. This study develops the research model to analyze satisfaction of electronic document approval system for administrator staff of elementary schools in Taichung city. A system satisfaction questionnaire was developed based on relevant literature. This study used convenience sampling and conducted a satisfaction surveys to collect satisfaction data with the online document approval system from administrative staff at Taichung City elementary schools. This study used descriptive statistics and regression analysis to analyze data. The results showed that user satisfaction with the online document approval system is in the upper-middle level and that users are least satisfied with the system quality. Because the factors of system quality and outcome expectations significantly affect satisfaction with the system among users, improving user satisfaction necessitates both enhancing outcome expectations among administrative staff regarding the results of the online document approval system and improving the system quality. In particular, the stability, security, and access speed of the system must be strengthened.
