Based on literature reviewing and expert interviewing, we have found the dimensions and criterions needed for the research. There are five dimensions and fifteen criteria. The first dimension is “Application Range”: Range of use, customer services, card selling and charge service providers. The second dimension is “Traffic Transaction”: Backstage billing management and checking. The third dimension is “Cost”: System maintaining and operating, developing cost, equipment cost and data processing. The fourth dimension is “The System’s Reliability”: Front stage, backstage and terminal equipment. The fifth dimension is “The Policies of the Central and Local Governments”: Territorialism of each smartcard companies and the fairness of subsidies. The alternatives are collected by interviewing the experts and analyzed with the TOPSIS to find the priority order. The result of the TOPSIS analysis shows that among all the experts, the most preferential treatment alternatives for electronic ticket by order are “use only one single type of card,” “mutual benefitting between different companies” and “territorialism”. To classify by the experts, the experts from the public transport industry want “territorialism” more than “mutual benefitting” and “use only one single type of card”. The experts from the governments want “mutual benefitting” more than “use only one single type of card” and “territorialism”. The experts from the Electronic Ticket industry want “use only one single type of card” more than “mutual benefitting” and “territorialism.” Since “use only one single type of card” is the most wanted option among all respondents, the research suggests that smartcard companies can be integrated or merged into one company in the future. Also, since the “mutual benefitting between different companies” are most or second-most wanted among the transportation industires, the government officials and the smartcard industries, the research also suggests using the “mutual benefiting” policy for the public transportation smartcard preferential subsidies program.
