Reasearch on Characteristics and Factors in Police Officers’ Violation of Discipline Regulations

Therefore general people pay a lot of attention to police officers’ image and virtue because of their diversified roles and the dangerous extraordinary and seductive work. This study used the content analysis measure to analyze data gathered to discuss the characteristics and types since 2010 to 2012, and used in-depth interview methods to analyze the factors in the police officers’ violation of discipline regulations. There discoveries on content analysis are: (1) most of the violators are served at local police station, especially in metropolitan area ; (2) most of the violators’ position are not criminal policemen ; (3)the type of police officers’ violation of discipline regulations is not relate to when it happened ; (4) most of the violators committed alone ; (5) the type of drunken driving is influenced by personal factors ; (6) the type of sexual crimes is influenced by control factors and chance factors ; (7) the type of other crimes is main influenced by personal factors ; (8) the type of property crimes is influenced by personal factors and chance factors ; (9) the type of duty crimes was mainly happened when the violators are on duty ; (10) the penalty of police officers’ violation of discipline regulations are specified sentence under six month, detention, deferred prosecution and not to prosecuted. There discoveries on in-depth interview are: (1) the type of other crimes are weak in family bound; there are much more opportunities of social engagement in the type of duty crimes and the type of drunken driving; (2)each type is related to the weak bound of authorities; (3) the type of other crimes and the type of duty crimes are influenced by chance factors; (4) the type of duty crimes , the type of drunken driving and the type of other crimes are influenced by and external chances. Finally, this study puts forward the following suggestions: (1)Strengthen the rule of law education to enhance the rule of law concept. (2)Improvement of personnel’s internal training, strength and to enrich its professional competence and knowledge as well for the respect of its doings.(3)Carry out family visiting.(4)Engage in information research in morals temptationplaces.(5)Intensify assessmentof interpersonal relationship.(6)Establishinga better internal information system to avoid overlaps of business or affair inboth departments.(7)Setting up periodical redeployment system.(8)Improvement of internal management.(9)Enhance assessment skills of supervisors. (10)Implementing the counseling system.(11)Progressing three-level prevention model of the police officers’ violation of discipline regulations.
