By understanding how the leadership style of the manager affecting his workers’performance can help to elevate the whole organization’s efficiency. This research has concluded 3 dimensions and 12 factors on the leadership style of the person in charge of Environmental Protection Bureau Clean Team through studying journals and asking experts. Then, by taking the questionnaires from 19 senior managers of the Environmental Protection Bureau Clean Team, the factors of the reason-result relationships can be discussed by decision laboratory analysis method. The research result shows that “ reward and punishment ” will affect the other dimensions. At the same time, Under “ reward and punishment ” dimension, leadership can clearly discuss who should be responsible for what goal needed to be achieved and understands when the goal is achieved, what reward can be expected. Under “ initiative exceptional management ” dimension, leadership will pay extra attention to the wrong doings, misbehaviors and all those things that are not regulated. Under “ passiveexceptional management ” dimension, leadership will act like “ if the thing is not broken, it doesn’t need to be repaired ”.
