The government stars the strict farm house community policy from January 28 , 2000。
It requires :
(1) farmer age above 20 years old。
(2) land owner 。
(3) land owned over 24 months。
(4) house hold registration over 24 months。
(5) The size of land over 0.25 square。
(6) no farmer house resident。
(7) no construction permit in five years。
