This has led to a huge impact on the education development as a whole and obstacles that follow. Despite the government agencies’ relentless effort to encourage schools of all levels to develop into featured schools, the promotion has faced hindrances due to many factors. Despite the difficulties, many schools still hope to achieve breakthroughs by adhering to the concept of innovation management, and characteristic school development is one of the examples. This study explored the current situation of elementary schools in Changhua County and their characteristic school development. The “questionnaire survey” ap-proach was adopted. The questionnaire consists of five dimensions: “motivation factors”, “reasons for item selection”, “operational strategies”, “problems encountered”, and implementation benefits”. With 39 elementary school educators engaged in cha-racteristic school development in Changhua County as the research participants, the random sampling method was used to collect 273 samples, of which 249 copies were recovered. Among them, 245 were valid copies, accounting for 98% of all the ques-tionnaires. Findings show: The school educators held multi-faceted views regarding the motivation of current operational development. Among them, “cohesion” was the most supported. The schools with more than 25 classes also believed the development of characteristics “attracted students from outside the school district to enroll”. As for the current situa-tion of the characteristic school development, “in conjunction with the school vision and goals” was the most supported among the reasons for development selected. In terms of operational strategies, “systematically develop the school’s existing strengths” was the most supported planning approach. For bottlenecks faced, the school educators said among the problems encountered when developing into a characteristic school, “school administrative” was the most difficult, especially inadequate funding and space equipment. In addition, when it comes to the development and benefits of characteristic schools, “providing students with divers learning opportunities to enhance students’ learning motivation and achievement” was the most effective and supported, thus in-dicating the importance of characteristic schools.
