The ultimate purpose of community organizations is simply to seek survival, if organization can not response the needs of the environment, it will be facing the threat of survival surely. According to &;quot;resource dependence theory&;quot;, community organizations should be used to open logical thinking to perform community in public affairs, it is impossible for organization to be rely on internal resources to meet the challenges of the environment in a cut. However, the cooperatives who are the group of people wanted to pursue their common economic, social and educational objectives, in order to achieve common economic, social and cultural needs and expectations by enterprise management methods. Community cooperatives can become a way to solve the problem of sustainable development, using the surplus generated by the cooperative to contribute to the local communities, reducing rely on government subsidies, and also reducing the difficulty and risk when government resources are not provided. Using the special nature of community cooperatives to engage in economic, social, cultural and educational activities. Promoting community participation and improving the sense of identity. Then, through participation in a common economic cause, it is easy to help practice the vision of the community and cooperatives to create a sense of community organizations. Combine the cooperatives and communities can create the value of the local social, economic, cultural and education, not only provides services and meets the needs, but also provides the opportunity for employment. Cooperatives’ skill training, business model development, mentorship, and employment opportunities, add the application of industrial resources and cultural characteristics of the development community, making the development of community cooperatives more unlimited possibilities.
