Assurance region data envelopment analysis is used to assess overall performance and individual performances; cross efficiency measure is employed to identify the best practice; bilateral model is utilized to compare different types of the sampled bureau in terms of overall performance and individual performances; Malmquist Index is applied to explore productivity changes over a five-year period; and finally regression analysis is adopted to examine the effects of the environmental factors on bureau overall performance. Results of this study show that: (i) the sampled bureaus performed at intermedia levels of overall performance and clear-up performance, but performed at a low level of manpower performance; (ii) B2 is the best practice in overall performance, D12 is the best practice in manpower performance, D3 is the best practice in clear-up performance;(iii) 2 bureaus were experienced constant returns to scale, 5 bureaus were experienced decreasing returns to scale and 18 bureaus were experienced increasing returns to scale; (iv) A-level bureaus outperformed other two-levels bureaus in overall performance, C-level bureau outperformed other two-levels bureau in manpower and clear-up performances; (v) the bureaus with a high level of overall performance have a high level of clear-up performance, but may not have a high level of manpower performance; (vi) in average, the majority of the sampled bureaus had slightly productivity decline ;and (vii) the population of residents in a bureau district, the area of the bureaus have positive impact on the overall performance of the sample bureaus. 孫遜 2014 學位論文 ; thesis 79 zh-TW
